RESOLUTION MEMORIALIZING THE DULUTH DELEGATION TO THE STATE LEGISLATURE TO SECURE PASSAGE OF LEGISLATION GRANTING AN ADDITIONAL ON SALE INTOXICATING LIQUOR LICENSE TO THE LAKE SUPERIOR CENTER AUTHORITY FOR USE AT THE GREAT LAKES AQUARIUM.
BY COUNCILOR EDWARDS:

RESOLVED, that the Duluth City Council hereby memorializes the Duluth delegation to the state legislature to secure passage of special legislation authorizing the Duluth City Council to issue an intoxicating on sale liquor license to the Lake Superior Center authority for use on premises known as the Great Lakes Aquarium, said legislation to be substantially in the form of the bill on file in the city clerk's office as Public Document No. ______________ and made a part hereof.



STATEMENT OF PURPOSE: This resolution requests that the Duluth delegation secure passage of special legislation authorizing the Duluth city council to issue an on-sale intoxicating liquor license to the Lake Superior Center Authority for use at the Great Lakes Aquarium. The license would be in addition to the number of on-sale intoxicating now authorized by state statute for Duluth. The license could not be transferred to another entity or another site. The fee for the license would be set by the city council. The license provides that the Lake Superior Center may contract out food and beverage service under its license to an independent contractor, but that the authority must be legally responsible for the actions of the contractor. This legislation is similar to special legislation authorizing on-sale liquor licenses at Spirit Mountain, the DECC, and the Duluth airport.
