AN ORDINANCE TO AMEND THE BUDGET OF THE CITY OF DULUTH FOR THE YEAR 2000 INCREASING THE BUDGET FOR THE GAS UTILITY SALES PROMOTION DIVISION AND TO PAY FOR SUCH INCREASE FROM GAS SALES.

BY COUNCILOR HOGG:

The city of Duluth does ordain:

Section 1.  That Ordinance 9431 passed and approved December 20, 1999, is hereby amended by increasing the appropriation authority by $141,000 in the gas utility fund's sales promotion division as follows:

Division 0560 - sales promotion:  $308,600.

Section 2.  That this ordinance will take effect and be in force immediately upon its passage.


STATEMENT OF PURPOSE:   The city council appropriated $167,600 in the 2000 gas utility fund's sales promotion division budget.  By Charter, if the city finds it necessary to exceed that amount, a budget amendment must be approved by the city council to appropriate additional dollars.  This ordinance will appropriate an additional $141,000 for a total of $308,600. Funding will come from gas sales.

The sales promotion budget provides funding for the creation, management, and purchase of communications media such as public service announcements, brochures, outdoor signs, radio and television spots, and natural gas advertising for the public works and utilities department.  The approved budget was proposed before the full extent of changes due to the merger of the public works and water and gas departments was known.  The amended budget will provide adequate funding to announce these changes to the public, help customers gain familiarity with the new name, and continue to remind customers about the benefits of public services provided by the city of Duluth through the new department.
