RESOLUTION AWARDING CONTRACT TO ENVIRONMENTAL TROUBLE SHOOTERS, INC., FOR CONTINUING REMEDIATION WORK ON UNDERGROUND FUEL STORAGE SITES PER EPA REGULATIONS, IN THE AMOUNT OF $32,411.

BY COUNCILOR EDWARDS:

RESOLVED, that Environmental Trouble Shooters, Inc., be and hereby is awarded a continuing contract for remediation work at city of Duluth leak sites for the administrative services department in accordance with specifications on its low specification bid of $32,411, terms net 30, FOB job site, payable out of Self Insurance Fund 605, Dept./Agency 036, Organization 1651, Object 5319.



STATEMENT OF PURPOSE: This resolution will authorize the continuation of a contract to perform remediation work at underground fuel storage tank sites located on City of Duluth property from Environmental Trouble Shooters, Inc. for $32,411 to be paid from Fund 605, Agency 036, Object 5319. The original bid was opened in 1994. Eight companies responded to the bid. Environmental Trouble Shooters, Inc. (formerly Remediation Services, Inc.) was the lowest bid and a contract for the remediation work was awarded per City of Duluth resolution #94-0747 dated August 22, 1994. The remediation work continues until the Minnesota MPCA closes the site. Each site is eligible for a maximum of 90% reimbursement less any ineligible expenses from the Petrofund. Therefore, the City of Duluth is responsible for 10% plus any ineligible expenses of the total closure costs. Of the nineteen original leak sites, seventeen leak sites have been closed by the MCPA and one has been submitted for closure. Bid Nos. 00-0396 & 94-0004
