RESOLUTION AUTHORIZING ACCEPTANCE
OF UP TO $175,000 FROM THE OFFICE OF THE U.S. DEPARTMENT OF JUSTICE, OFFICE
OF JUSTICE PROGRAMS, TO OPERATE THE FEDERAL WEED AND SEED PROJECT IN THE
CENTRAL HILLSIDE NEIGHBORHOOD.
RESOLVED, that the proper
city officers are hereby authorized to accept a grant from the U.S. department
of justice in the amount of $175,000 for project year July 1, 1999, to
June 30, 2000, for the operation of the Central Hillside weed and seed
project. All grant funds will be deposited in Fund 215, Agency 200, Org.
2441, Revenue Source 4210.
BE IT FURTHER RESOLVED, that
the proper city officials are hereby authorized to execute such agreements
as necessary to implement the project on behalf of the police department.
OF PURPOSE: The city of Duluth, through the director of finance
and the police department, is the fiscal agent for the Central Hillside
weed and seed project. This money will be used to coordinate a safe haven
centered at Washington Center. The safe haven will provide a place where
residents will have access to a variety of services including youth activities
and family support programs. Partners in the safe haven project include
Family Resource Center, Neighborhood Youth Services, Center for American
Indian Resources, Community Police, Parks and Recreation and neighborhood
groups. Funding will be used to provide a grant coordinator, as well as
other funding for the safe haven project. In addition, the weed and seed
project will continue to empower the residents of the community to make
changes by recruiting block club captains and involving more community
residents in the weed and seed subcommittee activities, focusing on community
and economic revitalization, law enforcement and prevention and intervention.
The reason this resolution is being processed midway through the grant
period is that necessary paperwork was delayed at other levels of government
beyond the control of the city.
