RESOLUTION AUTHORIZING THE
HOME PROGRAM ADMINISTRATION AGREEMENT FOR TENANT-BASED RENTAL ASSISTANCE
WITH HOUSING AND REDEVELOPMENT AUTHORITY OF DULUTH, MINNESOTA, IN AN AMOUNT
NOT TO EXCEED $70,000.
RESOLVED, that the proper
city officials are hereby authorized to enter into a HOME program administration
agreement for tenant-based rental assistance, substantially in the form
of that on file in the office of the city clerk as Public Document No.
, with Housing and Redevelopment Authority of Duluth, Minnesota (HRA),
in an amount not to exceed $70,000, payable from the 2000 Federal Home
Program Fund 260, Agency 020, Organization 2601, Object H005.
OF PURPOSE: This resolution authorizes an agreement with the
HRA to administer the tenant-based rental assistance program. As part of
the approved FY00 Action Plan of the City of Duluth's Consolidated Plan
for Housing and Community Development, $63,000 of the City's annual HUD
HOME allocation will be used to provide rental assistance to homeless families
and $7,000 will be used to reimburse the HRA's administrative costs. This
program will assist families in securing permanent housing when graduating
from transitional housing programs or when receiving homelessness prevention
funds. An estimated 15-20 rental subsidies will be available at any one
time. Eligible families will receive assistance for an apartment of their
choice, provided the unit meets basic standards. HRA has been operating
the program since 1997.
