RESOLUTION APPROVING THE EXEMPTION OF RAFFLE LICENSES FOR VARIOUS ORGANIZATIONS.

BY COUNCILOR EDWARDS:

WHEREAS, the following organizations have applied to the Minnesota gambling control board for a lawful gambling exemption (raffle); and

WHEREAS, the Duluth City Council has received a copy of said exemption applications to the Minnesota gambling control board and has 60 days in which to present a resolution to said Minnesota gambling control board objecting to the exemption applications; and

WHEREAS, the city council approves of the exemption applications and wishes to waive the 60 day waiting period.

NOW, THEREFORE, BE IT RESOLVED, that the Duluth City Council hereby approves of the Minnesota gambling control board issuing a lawful gambling exemption to the following organizations and does hereby waive the 60 day waiting period which it has to object to the issuance of said exemption.

RESOLVED FURTHER, that the city clerk is hereby authorized and directed to send a copy of this resolution to the Minnesota gambling control board immediately after its passage.

Park Point Music Festival - raffle exemption

Timothy Soden was present on behalf of the application. Mr. Soden explained that there will be a music festival with 15 local music acts that will be held at Lafayette Square on June 3rd. He continued to say that they will be selling raffle tickets at the event for $1 and the money raised will go to offset the cost of the event. To questioning from the board, Mr. Soden replied that all prizes have been donations from local businesses, and that they need the city to waive the 60 day waiting period in order to have the raffles. There being no further discussion, Mr. Willman moved THAT THE 60 DAY WAIVER FOR THE RAFFLE EXEMPTION PERMIT FOR PARK POINT MUSIC FESTIVAL BE APPROVED, AND THE SAME BE RECOMMENDED TO THE CITY COUNCIL FOR APPROVAL. Mr. Levey seconded the motion, and it was unanimously approved.

Women's Transitional Housing Coalition - raffle exemption

Amy Maknamura was present on behalf of the application. She explained that they will be holding a fundraiser raffle on August 13th with the grand prize a Harley Davidson motorcycle and the proceeds going to children's program at Women's Transitional Housing. To questioning from the board, Ms. Maknamura replied that the tickets will cost $10 each, and that they are requesting the 60 day waiver in order to start selling tickets in June. There being no further discussion, Mr. Levey moved that THE 60 DAY WAIVER FOR THE RAFFLE EXEMPTION PERMIT FOR WOMEN'S TRANSITIONAL HOUSING COALITION BE APPROVED, AND THE SAME BE RECOMMENDED TO THE CITY COUNCIL FOR APPROVAL. Mr. Hendrickson seconded the motion, and it was unanimously approved.

Duluth Superior Area Educational TV - raffle exemption

Al Harmon was present on behalf of the application. Mr. Harmon stated that they are having a raffle in conjunction with WDSE's Kid's Club Circus being held in June, and they will be selling raffle tickets for $1 each. To the board's questioning, Mr. Harmon replied that they need the 60 day waiver in order to hold the event in June. There being no further discussion, Mr. McKinnon moved that THE 60 DAY WAIVER FOR THE RAFFLE EXEMPTION PERMIT FOR THE DULUTH SUPERIOR AREA EDUCATIONAL TV BE APPROVED, AND THE SAME BE RECOMMENDED TO THE CITY COUNCIL FOR APPROVAL. Mr. Hendrickson seconded the motion, and it was unanimously approved.

Boys & Girls Club of Duluth - raffle exemption

Deborah Passon was present on behalf of the application. She stated that they are sponsoring a golf tournament along with a raffle on August 13th with the value of the prizes approximately $5,000. To questioning from the board, Ms. Passon replied that the tickets will sell for $10 each with the proceeds going to the Boys and Girls Club of Duluth. Ms. Passon continued saying that they are requesting the 60 day waiver so they can start selling tickets in June. There being no further discussion, Mr. Willman moved that THE 60 DAY WAIVER FOR THE RAFFLE EXEMPTION PERMIT FOR THE BOYS AND GIRLS CLUB OF DULUTH BE APPROVED, AND THE SAME BE RECOMMENDED TO THE CITY COUNCIL FOR APPROVAL. Mr. Hendrickson seconded the motion, and it was unanimously approved.
