RESOLUTION CREATING A CITIZENS' ADVISORY COMMITTEE TO REPORT TO THE CITY COUNCIL A FEASIBILITY AND BENEFIT ANALYSIS OF CONNECTING THE MUNGER TRAIL TO THE LAKEWALK SYSTEM.

BY COUNCILORS STENBERG, NESS, ECKENBERG AND STOVER:

WHEREAS, the Duluth City Council desires to gain information concerning the feasibility and benefit of connecting the Munger Trail system with the Lakewalk system; and

WHEREAS, the city council believes that such an analysis and study can best be done through the appointment of a citizens' advisory committee to study the matter and issue a report and recommendation to the city council;

NOW, THEREFORE, BE IT RESOLVED, that the Duluth City Council hereby establishes the Munger Trail-Lakewalk connection citizens' advisory committee. The committee shall consist of 12 members who are appointed by the city council. The committee shall be comprised of one member from the Lincoln Park area, one member from the West Duluth area, one member from the Central Hillside area, one member from the Lakeside/Lester Park area, one member representing the Arrowhead Regional Development Commission, one member representing the Velo Duluth Bicycling Association, one member representing the Duluth commission on disabilities, one member representing the Canal Park business association, two at-large members, one city councilor, and one nonvoting member from city staff. It shall be the duty of said committee to examine the feasibility of and the benefits to the city of a connecting trail between the northerly end of the state Munger Trail system and the southerly end of the Lakewalk trail system. At the conclusion of its feasibility study and benefit analysis, the committee shall prepare a report and recommendation to the Duluth City Council with respect to the connecting trail. After said report and recommendation are completed, the committee shall dissolve and cease to exist. To assist the committee in performing its mission, the council requests that all city departments supply the committee with any information it requests that is relevant to the connecting trail.


STATEMENT OF PURPOSE:  This resolution establishes a Munger Trail-Lakewalk connection citizens' advisory committee to study and prepare a report on the feasibility and benefit to the city of having a trail connecting the northerly end of the Munger Trail system with the southerly end of the Lakewalk system.  After the committee fulfills its purpose it shall be dissolved.
