RESOLUTION AUTHORIZING THE EXECUTION OF A CONTRACT ADDENDUM WITH THE ARROWHEAD REGIONAL DEVELOPMENT COMMISSION FOR THE ADDITIONAL AMOUNT OF $7,783, WHICH WILL INCREASE THE AMOUNT OF FEDERAL FUNDS AVAILABLE FOR SENIOR DINING TO $131,552 (BUT NOT TO EXCEED $131,552).

BY COUNCILOR NESS:

WHEREAS, the city has received notification from the Arrowhead Regional Development Commission of the availability of 1999 nutrition services carry over monies to be allocated for one-time funding projects in 2000; and

FURTHER WHEREAS, said additional funds of $7,783 have been awarded to the city for specific expenses and are to be added to the base amount of federal funds allocated for 2000. These new funds will be paid in total and will not change the per meal reimbursement rate of $1.80.

RESOLVED, that the proper city officers execute the contract addendum attached to this resolution and upon receipt of the funds from the Arrowhead Regional Development Commission that such fund be deposited into fund Account 272, Agency 031, Organization 6300.

STATEMENT OF PURPOSE: This contract addendum is for the purpose of accepting reallocated carry over funds from the 1999 senior nutrition contracts that were not earned in 1999. The contracts are performance based and reimbursement is determined by the number of meals served. Less meals were served in 1999 than estimated. This same procedure is followed by the other two service providers in our seven county region. The Arrowhead Regional Development Commission reallocated all of these carry over funds based upon specific requests made by each of the three service providers (the city of Duluth's senior dining program, St Louis County's home delivered meal program, and AEOA's senior dining and home delivered meals program). Through this process we were awarded $5,447 to purchase equipment, $1,000 for education, and $1,336 as partial compensation for declining USDA federal funds, for a total of $7,783.
