RESOLUTION AUTHORIZING ADOPTION OF THE AMENDED COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM CITIZENS PARTICIPATION PLAN.

RESOLVED, that the city council of the city of Duluth hereby adopts the amended CDBG citizens participation plan dated May 10, 2000, a copy of which is on file in the office of the city clerk as Public Document No. _____________.


STATEMENT OF PURPOSE: This resolution will implement recommended changes in the city of Duluth's citizens participation plan. The citizens participation plan ensures that Duluth is in compliance with housing and urban development (HUD) Regulation 24 CFR 91.105 that states the city will ensure citizen participation in the development of the consolidated plan and the funding for community development.

The citywide citizens advisory committee (CCAC) held a public hearing on the proposed changes to the plan and voted on 6/27/00 to recommend the amended citizens participation plan to the city council. Prior to that hearing a 30 day public comment period was advertised during which three comments were received. These comments generally referred to the neighborhood planning process and organizational structure.

Changes to the citizens participation plan dated May 10, 2000, include:

1. Changing the name of the citywide citizens advisory committee to community development committee.
2. Changing the name of the neighborhood advisory council to neighborhood advisory committee.
3. Modifying the community development yearly funding cycle to coincide with the moving of the program year start date from January 1 to April 1.
4. Changing the neighborhood participation structure from "neighborhood coalitions" to "neighborhood planning districts."
The last change is probably the most significant. This modification will enable the planning and development department and planning commission to fully implement the citizen participation process for the comprehensive planning effort that will commence later this summer.
