BY COUNCILORS HOGG, STEWART AND STOVER:00-0559R
RESOLUTION REQUESTING THAT THE ADMINISTRATION NEGOTIATE A CONTRACT WITH BRW TO SERVE AS THE CITY'S CONSULTANTS IN THE CITYWIDE COMPREHENSIVE PLANNING PROCESS.
WHEREAS, city staff have recommended the retention of SmithGroup/JJR as planning consultants for development of the city's new citywide comprehensive plan; and
WHEREAS, a poll of councilors, requested by staff, after interviews of three finalist consultant candidates showed no support for the retention of SmithGroup/JJR and very broad council support instead for the selection of BRW as the city's planning consultant for the development of a new citywide comprehensive plan; and
WHEREAS, the administration requested the council again meet with SmithGroup/JJR to provide them an additional and longer opportunity to present their credentials, which meeting was held by the council as requested by the administration; and
WHEREAS, the administration did not schedule a similar additional meeting with BRW in a timely fashion as requested by the council; and
WHEREAS, the council does not want to delay beginning this comprehensive planning process which is of vital importance to the future of Duluth; and
WHEREAS, the council is convinced that the process proposed by BRW is the one which is most open and responsive to community needs, and that BRW's work for the city on the development of Bayfront Festival Park particularly prepares BRW to fully understand and be responsive to the community's needs, and that it is critical to the success of a comprehensive plan for Duluth that such plan be specifically designed to meet the future needs of this unique community and no other.
NOW, THEREFORE, BE IT RESOLVED,
that the council requests the administration to negotiate a contract with
BRW for that company to serve as planning consultants to the city of Duluth
for development of the city's new citywide comprehensive plan, and that
the administration bring such negotiated contract back to the city council
