RESOLUTION AUTHORIZING THE PROPER CITY OFFICERS TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH THE SMITH GROUP JJR FOR THE DEVELOPMENT OF A COMPREHENSIVE PLAN FOR THE CITY OF DULUTH, IN AN AMOUNT NOT TO EXCEED $330,000.

BY PRESIDENT GILBERT:

WHEREAS, the city desires to develop a comprehensive plan for Duluth and has put forth a request for proposals for professional services to assist in this process; and

WHEREAS, Smith Group JJR has represented that it is qualified and willing to perform the services set forth in its proposal to assist the city in the development of its comprehensive plan;

NOW, THEREFORE, BE IT RESOLVED, that the proper city officers are hereby authorized and directed to execute an agreement, substantially in the form of the agreement filed as Public Document No. _________________, for professional services in the development and implementation of a comprehensive plan for the city of Duluth. The compensation under this agreement shall not exceed $330,000, with not to exceed $80,000 payable in the year 2000; payments shall be made from Fund 100, Org. 020, Agency 1202, Object 5310.


STATEMENT OF PURPOSE:  This resolution authorizes the city to enter into a professional services contract with the firm of Smith Group JJR for the development of a comprehensive plan for the city of Duluth. Smith Group JJR has nationwide experience in this area and is going to subcontract with the Arrowhead Regional Development Corporation to assist in the development of the comprehensive plan. The details of the work to be done and the qualifications of Smith Group JJR can be found in the proposal submitted to the city. The city received three proposals and cost estimates from three planning consultants. Smith Group JJR estimated its cost at $330,000; BRW, Inc., estimated its costs at $390,000; and Parsons HBA estimated its costs at $438,000.
