RESOLUTION AWARDING CONTRACT TO CHAMPION COATINGS, INC., FOR CLEANING AND LINING WOODLAND RESERVOIR NO. TWO, IN THE AMOUNT OF $167,888.

RESOLVED, that Champion Coatings, Inc., be and hereby is awarded a contract for cleaning and lining of Woodland Reservoir No. 2 located at Minneapolis Avenue and East Mankato Street for the public works and utilities department in accordance with specifications on its low specification bid of $167,888, terms net 30, FOB job site, payable out of Water Fund 510, Dept./Agency 900, Organization 0505, Object 5533.


STATEMENT OF PURPOSE: This resolution will authorize the cleaning and lining of Woodland Reservoir No. 2 by Champion Coatings, Inc., for $167,888 to be paid from Water Fund 510. This project consists of finding and filling voids under the reservoir floor, patching cracks and problem areas, cleaning, lining, and disinfecting Woodland Reservoir No. 2 which is a two million gallon concrete ground reservoir located at Minneapolis Avenue and East Mankato Street. The purpose of this project is to seal leaks and protect the interior wall and floor surfaces of the water reservoir. The second low bid of $167,888.00 submitted by Champion Coatings, Inc., is less than the engineers estimate of $185,500. Champion Coatings, Inc., was the second lowest of the seven companies who responded. It is recommended that the contract be awarded to the second lowest bidder, Champion Coatings, Inc., rather than to Terrazzo & Concrete Restoration who submitted the low bid of $111,297. The reason for this is that Terrazzo & Concrete Restoration based their bid on a substitute coating material, Sikagard 62, which is only certified by the NSF Standard 61 for drinking water system components - health effects for one color and two coats of not more than a 7 mil thickness per coat. This does not meet the total specified thickness of 40 mils. Champion Coatings, Inc., based their bid on the AuataPoxy coating material specified which is certified for three colors and one to two coats of not more than a 26 mil thickness per coat which will meet the total specified thickness of 40 mils. This project will be paid for from the water fund, public works and utilities department, capital improvements - revenue. The uncommitted funds in Object 5533 is $1,280,000. Bid No. 00-0652
