RESOLUTION ACCEPTING A $77,500 FEDERAL GRANT FROM THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR PREPARATION OF A SKYLINE PARKWAY CORRIDOR MANAGEMENT PLAN.

BY PRESIDENT GILBERT:

WHEREAS, Skyline Parkway has historically been a source of pride for Duluthians; and

WHEREAS, the city council has supported the designation of Skyline Parkway as a state scenic byway; and

WHEREAS, Skyline Parkway has received such designation; and

WHEREAS, city staff has submitted an application for funding for the preparation of a management plan which has been offered in an amount of $77,500.

NOW, THEREFORE, BE IT RESOLVED, that proper city officials are authorized to process proper agreements and accept such planning funds to be deposited in Fund 450-015-2000, Revenue 4230.


STATEMENT OF PURPOSE:  This resolution accepts the offer of $77,500 of federal funding to be used to develop a corridor management plan for Skyline Parkway. The Scenic Byway Program makes funds available to local units of government for activities related to upgrading byways that have been designated. These funds are made available from the federal government and administered through the state district office. The management plan is intended to address long-term maintenance needs, aesthetic concerns and evolving functional requirements of the parkway. The $20,000 in-kind local match portion of the total $97,500 total project cost will be provided by staff persons from among the partners. Project partners include the Skyline Parkway citizen task force, Minnesota Department of Transportation District 1-Duluth, Arrowhead Regional Development Commission (ARDC) and the Duluth Convention and Visitors Bureau.
