RESOLUTION REIMBURSING THE LAKE SUPERIOR ZOOLOGICAL SOCIETY $75,000 FOR EXPENSES INCURRED IN THE CONSTRUCTION OF THE PRIMATE CONSERVATION CENTER OF THE CHILDREN'S ZOO COMPLEX.

BY COUNCILOR NESS:

RESOLVED, that the city of Duluth hereby reimburses the Lake Superior zoological society $75,000 for monies expended for improvements made to the children's zoo complex during the construction of the Primate Conservation Center in the Fall of 1998.

RESOLVED FURTHER, that the reimbursement shall be made from Fund 450, Agency 015, Organization 1998, Object C813.


STATEMENT OF PURPOSE:  Improvements to the children's zoo were originally part of the city's capital bonding request made to the state for the 1998 legislative session.  As the Primate Conservation Center and the improvements to the children's zoo moved forward, the city found out that the state legislature had approved a grant of $1.3 million.  Based on informal agreements, the zoological society proceeded forward to include $75,000 for improvements at the children's zoo which would be reimbursed from the grant proceeds once the grant was made available to the city.  The city's grant for $1.3 million was primarily for an animal quarantine center, but also includes improvements to the children's zoo.  Prior to any children's zoo expenditures, the city confirmed from the department of administration that the children's zoo improvements are eligible reimbursable items.  Therefore, the zoological society proceeded forward expecting reimbursements for the $75,000 children's zoo improvements.
