RESOLUTION ACCEPTING REIMBURSEMENT OF NOT TO EXCEED $40,000 FOR POLICE OVERTIME EXPENSES THROUGH A GRANT AGREEMENT WITH THE MINNESOTA DEPARTMENT OF ECONOMIC SECURITY, WORK FORCE SERVICES BRANCH, UNDER THE JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT PROGRAM.

BY COUNCILOR STENBERG:

RESOLVED, that the city is hereby authorized to accept grant monies from the Minnesota department of economic security, work force services branch, of not to exceed $40,000 to reimburse the police department's police overtime expenditures related to the police/probation partnership segment of the juvenile accountability incentive block grant; all revenue to be deposited into General Fund 100, Dept. 200, Org. 1620, Revenue Source 4230.

BE IT FURTHER RESOLVED, that Scott Lyons, chief of Duluth police, is hereby authorized to execute such agreements as are necessary to implement the project on behalf of the Duluth police department.


STATEMENT OF PURPOSE: This resolution accepts sub-grant monies of up to $40,000 from the Minnesota department of economic security through its juvenile accountability incentive block grant program. The overall grant program is administered by arrowhead regional corrections and involves other agencies besides Duluth. Duluth's $40,000 share is to reimburse for police overtime in the police/probation partnership. That program expands the community policing model by including probation officers and police conduct surveillance and door knocking activities with high risk juvenile offenders on probation. Grant funds will pay for police overtime in these activities. The period of the grant is from April 1, 2000, to September 30, 2001. The grant agreement and relevant attachments are attached to this resolution.
