THE EXECUTION OF A JOINT POWER AGREEMENT WITH VARIOUS GOVERNMENTAL AGENCIES
IN NORTHEAST MINNESOTA PROVIDED FOR THE CITY OF DULUTH'S PARTICIPATION
IN THE LAKE SUPERIOR DRUG TASK FORCE.
RESOLVED, that the proper
city officers are hereby authorized and directed to enter into a joint
power agreement with St. Louis County, Lake County, Cook County, the city
of Silver Bay, the city of Two Harbors, the city of Proctor, the city of
Hermantown, and the University of Minnesota-Duluth providing for the participation
by the city of Duluth and other above-named governmental agencies in the
Lake Superior Drug Task Force in the year 2001; said agreement to be in
the form of Public Document No. ___________ on file in the office of the
OF PURPOSE: The contract authorized by this resolution
is a joint powers agreement between the city of Duluth and St. Louis County,
Lake County, Cook County, Silver Bay, Two Harbors, Proctor, Hermantown,
and UMD for continued operation of the Lake Superior Drug Task Force. The
task force was formed in 1990. Its purpose is to coordinate efforts among
members to apprehend and prosecute drug offenders. The "matching funds"
mentioned in the contract to be contributed by the city of Duluth is police
overtime funds which have already been budgeted for normal police operations.
Therefore, the contract will require no new capital outlay. The city does
agree in the contract to provide office space for a headquarters office
for the organization. This agreement has been negotiated by the Duluth
police department and was approved by the chief of police. It is essentially
the same as the last ten years contract with the drug task force.
