RESOLUTION AUTHORIZING A SUPPLEMENTAL AGREEMENT BETWEEN CITY OF DULUTH AND CITY OF DULUTH SUPERVISORY ASSOCIATION.

BE IT RESOLVED, that the proper city officials are authorized to execute and implement a supplemental agreement containing the terms and in substantially the form of the contract on file with the clerk as Public Document No. _________, which agreement amends the collective bargaining agreement currently in force.


STATEMENT OF PURPOSE: As the integration of the old public works department and the old water and gas department continues, some job changes are necessary. This contract provides for four new or changed jobs to replace older jobs. Chief engineer, transportation is a supervisory engineering job needed to supervise 20 people in engineering. Operations manager for water and gas supply replaces the old position of systems operations manager at a lower pay rate. Manager, customer service combines the old job of billing and credit manager and service division manager. Manager, utility operations combines the old jobs of head of water and gas distribution division and head of the sewer division. Due to retirements, we can combine jobs without implementing layoffs at this time. The union preferred to change the form of the agreement from that which was authorized in Resolution 00-0624. The pay rates and management control remain the same.
