RESOLUTION AUTHORIZING THE PROPER CITY OFFICERS TO EXECUTE AN AGREEMENT WITH HOUSING ACCESS CENTER FOR THE IMPLEMENTATION OF THE 3MP INTERVENTION PROGRAM DEALING WITH DELINQUENT UTILITY BILL PROBLEMS IN MULTIFAMILY HOUSING FOR A CONSIDERATION OF NOT TO EXCEED $8,500.

BY COUNCILOR ECKENBERG:

RESOLVED, that the proper city officers are hereby authorized to execute an agreement, filed as Public Document No. _______________, between the city of Duluth and the Housing Access Center for services in implementing the 3MP intervention program, which provides notice to residents in multiple family dwellings of utility bill delinquencies for their building, for a consideration of not to exceed $8,500, payable as follows:

30 percent from Water Fund 510, Agency 900, Org. 0500, Obj. 5310;
44 percent from Gas Fund 520, Agency 900, Org. 050, Obj. 5310;
18 percent from Sewer Fund 530, Agency 900, Org. 0500, Obj. 5310;
  8 percent from Stormwater Fund 535, Agency 900, Org. 0500, Obj. 5310.

STATEMENT OF PURPOSE:   This "3MP intervention program" is designed to lessen problems with utility shut offs in multifamily apartment buildings having one meter when the landlord falls behind on utility bills.  Under the program the public works and utilities department will furnish the Housing Access Center the name and address of landlords of single metered, multi-family buildings that are over 45 days in arrears in their utility bills.  The Housing Access Center then notifies tenants in the buildings and the landlord and works with the parties to avoid the shutting off of utilities to the building.  A more detailed description of services is contained in the proposal.
