RESOLUTION ACCEPTING THE
DULUTH HOUSING STUDY GOAL, OBJECTIVES, AND POLICY STATEMENT FOR RESIDENTIAL
DEVELOPMENT AND ADOPTING ITS PRIORITIES.
RESOLVED, that the city council
of the city of Duluth hereby accepts the Duluth Housing Study goal, objectives,
and policy statement for residential development dated November 1999 as
a working document. This document will be the framework for the city of
Duluth's Consolidated Plan for Housing and Community Development; these
strategies will guide the investment of public funds for FY 2000.
OF PURPOSE: The purpose of this resolution is to accept this
as a working document outlining the housing development Objectives and
Policy Statement for residential development; to use the strategies as
the framework for the residential development component of Duluth's Comprehensive
Plan and the City of Duluth Consolidated Plan for Housing and Community
Development; and to guide the investment of public resources, including
Low-Income Housing Tax Credit Program funds, Duluth Economic Development
Authority (DEDA) funds, CDBG funds, HOME funds, ESG funds, and MHFA funds.
The goal, objectives and policies are based upon the Duluth Housing Study
Project requested by the City Council, CCAC, DEDA, and the Duluth Housing
Trust Fund/Duluth Housing Commission. The charge of the Housing Study Committee
was to examine the existing housing stock, the housing market considerations,
the cost of housing, and the current trends within the housing industry
to establish policies and strategies for the community. A major goal of
the City is to promote quality housing that meets the needs of its residents.
