RESOLUTION AUTHORIZING AN
AGREEMENT BETWEEN THE CITY OF DULUTH AND THE ST. LOUIS COUNTY BOARD FOR
THE FURNISHING OF HOME DELIVERED MEALS FOR THE PERIOD FROM JANUARY 1, 2001,
TO JUNE 30, 2002.
RESOLVED, the proper city officers are hereby authorized and directed to
execute an agreement between the city of Duluth and the St. Louis County
board for the furnishing of home delivered meals for senior citizens for
the period of January 1, 2001, through June 30, 2002. Monies collected
under said contract shall be deposited in Federal Program Fund 0272, Dept.
031, Org. 6301/6302, Revenue Source 4654.
OF PURPOSE: This resolution authorizes a continuation
of the contract with the St. Louis County board for their Title III-C (2)
home-delivered meals program. The county has a contract for the home-delivered
meals program with the Arrowhead Area Agency on Aging and sub-contracts
with the city to provide home delivered meals in the Morgan Park and Gary-New
Duluth neighborhoods. The county does not go through a bid process
for this contract as the city is the only provider available in that area.
The home delivered meals are prepared and packaged at the city's Morgan
Park congregate meal site. The county reimburses the city monthly
for each meal served: at the rate of $4.23 for clients on the elderly waiver
program and at the rate of $0.85 for clients that make a personal donation
for the meal. The terms of this contract differ in two ways from
the 2000 contract: the rate for clients that make a personal donation
increased from $0.70 to $0.85 and the contract is for 18 months, ending
on June 30, 2002, to coincide with the state's fiscal year (which governs
the rate for the elderly waiver program meals).
