AN ORDINANCE ELIMINATING
LIMOUSINE REGULATIONS; REPEALING ARTICLE V OF CHAPTER 47, DULUTH CITY CODE,
1959, AS AMENDED.
The city of Duluth does ordain:
Section 1. That Article V of Chapter 47, Duluth
City Code, 1959, as amended, be repealed in its entirety.
Section 2. That this ordinance shall take effect
and be in force 30 days from and after its passage and publication.
STATEMENT OF PURPOSE:
This ordinance repeals Duluth's licensing system and regulations on limousines.
The reason that this is being done is because the state of Minnesota has,
through its department of transportation, developed a comprehensive regulatory
system for limousines throughout the state so that Duluth's regulations
are largely redundant. Duluth began regulating limousines in 1987. There
was no other limousine regulations at that time. In 1991, the state of
Minnesota began to regulate limousines. Over the years, the department
of transportation has developed a permit system for limousines and has
11 pages of regulations covering vehicle inspections, driver qualifications,
insurance requirements, advertising regulations, etc. Because these systems
are adequate to regulate the industry, our local regulations are no longer
needed. There are presently only two limousine businesses in town.
