RESOLUTION AUTHORIZING A CONSULTANT AGREEMENT WITH ARCTECH, INC., FOR PROVIDING CERTAIN MASTER PLANNING SERVICES TO THE CITY OF DULUTH IN CONNECTION WITH THE LAKE SUPERIOR ZOOLOGICAL GARDENS MASTER PLAN UPDATE, IN AN AMOUNT NOT TO EXCEED $35,000.

BY PRESIDENT EDWARDS:

        RESOLVED, that the proper city officers are hereby authorized to enter into a consultant agreement with Arctech, Inc., for the sum of not to exceed $35,000, from Grant Fund 0210, Ag. 030, Org. 2120, Obj. 5319, for providing certain master planning services to the city of Duluth in connection with the Lake Superior Zoological Gardens master plan update, said services and payment therefore to be substantially as outlined in the agreement on file in the office of the city clerk as Public Document No. _________________.


STATEMENT OF PURPOSE:  This resolution would authorize a consultant agreement with Arctech, Inc., for master planning update design services for the Lake Superior Zoo.  In 1985, the city of Duluth hired ZooPlan Associates as its design consultant for the master planning for the new Lake Superior Zoological Gardens.  At that time, John Ballinger, now principal with the design firm Arctech, Inc., was the principal in charge of our zoo master plan design done by ZooPlan.  Over the years, the zoo has built several components of the 1985 master plan, as the budget allowed.  However, priorities and zoo accreditation mandates have forced our zoo to refocus efforts on an updated master plan to meet these needs.  This contract with Arctech would revisit the 1985 master plan and update it to meet today's standards, and revisit the existing exhibits and make suggested changes that will enhance the impact of the zoo visitor.  After approval of this contract, $131,000 remain in this state grant line item.
