RESOLUTION AMENDING RESOLUTION 99-0746 TO ADD A NEW PROJECT TO THE 2000 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND TO REPROGRAM $50,000 INTO THE NEW PROJECT ACCOUNT

BY COUNCILOR GILBERT:

        WHEREAS, the city of Duluth, pursuant to Resolution 99-0746, established certain project accounts for the 2000 city of Duluth CDBG program (Fund 262); and

        WHEREAS, the community development committee (CD committee) for the CDBG program passed a resolution recommending reprogramming the amount of $50,000 into a new program account.

        NOW, THEREFORE, BE IT RESOLVED, that the proper city officials are authorized to amend Resolution 99-0746 to add a new project to the 2000 city of Duluth CDBG program (Fund 262), as follows:

STATEMENT OF PURPOSE: This resolution amends resolution 99-0746 to add a new project, YWCA child care services, to the 2000 CDBG program (Fund 262) and reprogram $50,000 into the project account from the funds left over from the 1200 Fund Cirrus contract. Cirrus agreed to terminate their contract in exchange for a vendor providing child care services near their location.

The CD committee at its public hearing on April 24, 2001, voted to recommend the addition of this project for city council approval if no negative public comments were received within the 30 day public comment period. No public comments have been received. Cirrus had a 1200 Fund grant (CDBG funds) for job training/ creation and child care services. The agency did not want to develop on site child care, but was interested in having a vendor provide those services. The YWCA had identified the mall area as a hub site and needed resources to initiate the effort. The YWCA has agreed to have 1/3 of the 30 spaces reserved for Cirrus employees as a stipulation of the contract. The center will be located in the Eastridge Community Church on Arrowhead Road. The environmental review will be completed prior to implementation of this program.

The CD committee will hold a public hearing in May to discuss the reprogramming of the remaining $150,000 from this contract obligation.
