RESOLUTION REQUESTING THE
CHARTER COMMISSION TO RECOMMEND ADOPTION OF AN ORDINANCE ADDING A NEW SECTION
53(A) TO THE CITY CHARTER WHICH WOULD AUTHORIZE THE CITY TO ACCEPT PAYMENT
BY CREDIT CARD OR ELECTRONIC TRANSFER.
RESOLVED, that the city council hereby requests the Duluth charter commission
to recommend adoption of an ordinance adding a new Section 53(a) to the
City Charter to authorize the city to accept payment by credit card or
electronic transfer, which proposed amendment is on file in the office
of the city clerk as Public Document No. ____________.
STATEMENT OF PURPOSE:
This resolution requests the Charter commission to consider and recommend
the adoption of an ordinance which would allow the city to take payment
by credit card or electronic transfer for the payment of debts to the city.
It authorizes the director of finance to adopt policies, procedures and
regulations for the implementation of credit card and electronic payments.
This Charter amendment is very similar to a state statute passed in the
2000 session (Laws of 2000, Chapter 475) authorizing Hennepin County to
accept credit cards. Discussions with the state auditor indicate that this
charter amendment is an acceptable way to authorize credit card and electronic
fund transfer payments to the city.
