RESOLUTION APPROVING THE ACQUISITION BY THE DULUTH AIRPORT AUTHORITY OF WETLAND REPLACEMENT CREDITS AT A COST OF $28,470.

        RESOLVED, that the Duluth City Council hereby approves, subject to the approval of the city planning commission, the U.S. Army corp of engineers, and the board of water and soil resources, the acquisition by the Duluth airport authority (DAA) of 2.19 acres of wetland replacement credits from Charles Krysiak and John Olson for the purchase price of $28,470 relating to the 1,000 foot improvement to the runway safety area of Runway 03-21, payable from the DAA construction fund.



STATEMENT OF PURPOSE:  The DAA is constructing a 1,000 foot improvement to the runway safety area at the northeast end of Runway 03-21 at the Duluth International Airport. The improvements in the runway safety area will impact approximately 8.5 acres of wetlands. In order to comply with local, state and federal regulations, the impacted 8.5 acres of wetlands must be replaced. On site replacement is not a option, and therefore, wetland replacement for the project consists of purchasing wetland bank credits. This resolution approves, subject to approval by the city planning commission, the U.S. Army corp of engineers, and the board of water and soil resources, the DAA's purchase of the final 2.19 acres of wetland credits from Charles Krysiak and John Olson for the purchase price of $28,470, payable out of the DAA construction fund. Ninety percent of the purchase price will be reimbursed by a grant from the federal aviation administration.
