RESOLUTION AUTHORIZING AN AGREEMENT WITH THE CITY OF HERMANTOWN FOR THE JOINT IMPLEMENTATION OF PHASE ONE OF THE BIKEWAYS PLAN AT AN ESTIMATED COST TO THE CITY OF $44,000.

        RESOLVED, that the proper city officials are hereby authorized to execute an agreement with the city of Hermantown authorizing the joint implementation of phase one of the Duluth-Superior metropolitan area bikeways plan in Duluth and Hermantown for an estimated cost to Duluth of $44,000 to be paid from the P.I. Fund; said agreement filed as Public Document No. _____.



STATEMENT OF PURPOSE:  In 1994, the metropolitan interstate commission completed the Duluth-Superior metropolitan area bikeways plan which delineates bicycle routes in both Duluth and Hermantown. The cities of Duluth and Hermantown desire to enter into a joint agreement to implement phase one of the bikeways plan which would identify bike routes, design plans, and construct the project in Duluth and Hermantown. A major portion of the project is to be funded by Federal TEA-21 funds, and the parties desire to equitably and proportionally share their local costs. Under this agreement, Hermantown shall be responsible for the preliminary engineering for the project, and Duluth will be responsible for the bidding and actual construction of the project (which consists primarily of signs, markings, and asphalt paving for the bikeway). Each city will reimburse the other for their respective parts of the project based on the actual proportional cost of project that occurred within their respective jurisdictions.
