BY COUNCILOR FENA:RESOLUTION AUTHORIZING AN AGREEMENT WITH AEOA FOR EMPLOYMENT SERVICES UNDER THE MINNESOTA FAMILY INVESTMENT PROGRAM IN THE AMOUNT OF UP TO $331,802.
RESOLVED, that the proper city officials are hereby authorized to execute
an agreement, substantially in the form of that which is on file in the
office of the city clerk as Public Document No. ______________, with the
Arrowhead Economic Opportunity Agency for the provision of services to
assist parents of low income families to find work under the Minnesota
family investment program in the amount of not to exceed $331,802 for the
period July 1, 2001, through June 30, 2002, payable from Fund 268, Budget
The focus of this program is to assist parents of low income families to find work so that those families can become self-supporting. Under this agreement, AEOA will assist the city in this endeavor by providing employment services, including: initial assessment, development of a job search plan, job skills workshops, job club, job readiness and job placement services, supported work activities, secondary assessment and employment plans for those unable to find employment, retention and career laddering, follow-up and coordination and referral.
It is anticipated that AEOA will be able to provide services to an average of up to 50 families per quarter and will achieve outcomes/performance goals as outlined in the contract which include an average of 22 parents working each quarter of the year and, for those who are placed in a first job during the year, an average starting wage between $6.50 per hour and $7.50 per hour. If these goals are met, AEOA will be eligible for payments of up to $51,802. In addition, AEOA will be eligible to receive a portion of a reserved fund of up to $280,000 which will be made available to them and other service providers who are successful in placing participants in first jobs paying more than $7.50 per hour.
