RESOLUTION AWARDING CONTRACT TO POLYPHASE ELECTRIC COMPANY FOR INSTALLING A DE-ICING SYSTEM IN THE AMOUNT OF $77,335.

BY COUNCILOR ECKENBERG:

        RESOLVED, that Polyphase Electric Company be and hereby is awarded a contract for installing a complete operational de-icing system on Second Avenue West from Fourth Street to Mesaba Avenue for the engineering division in accordance with specifications on its low specification bid of $77,335, terms net 30, FOB job site, payable out of Permanent Improvement Fund 0411, Dept./Agency 035, Organization 2148, Object 5530; to be reimbursed with $61,868 (80 percent) federal highway funds and $15,467 (20 percent) municipal state aid funds.



STATEMENT OF PURPOSE: This resolution will authorize the installation of a complete operational de-icing system on Second Avenue West from Fourth Street to Mesaba Avenue by Polyphase Electric Company for $77,335 to be paid from Permanent Improvement Fund 0411. This project is a field demonstration project funded by the FHWA in association with (HITEC) Highway Innovative Technology for the installation and evaluation of a FreezeFree system. The system will cover approximately 500 feet of roadway on Second Avenue West and will feature 14 flush mounted nozzles spaced at every 40 feet starting at the crest of Second Avenue West just off Mesaba Avenue. When conditions warrant during the winter the system can be activated to spray an anti-icing agent on the roadway that will prevent ice and snow from forming a bond to the pavement. Polyphase Electric Company was the lowest of the two companies who responded. To be reimbursed with $61,868 (80 percent) federal highway funds and $15,467 (20 percent) municipal state aid funds.
