RESOLUTION AUTHORIZING AN
AGREEMENT BETWEEN THE CITY OF DULUTH AND ST. LOUIS COUNTY FOR THE MAINTENANCE
RESOLVED, that the proper city officials are hereby authorized to execute
an agreement between the city of Duluth and St. Louis County for the maintenance
of various roadways within the parties' respective road jurisdictions.
The city's cost under this agreement is payable from Fund 0100, Agency
500, Org. 1920, Object 5410.
STATEMENT OF PURPOSE:
This resolution authorizes the approval of an amendment to the St. Louis
County highway maintenance agreement, which will provide routine winter
maintenance service to streets in Duluth Heights and the Miller Hill Mall
area. The maintenance will include snow plowing and de-icing streets with
sand and salt. This amendment is a one-time extension of the city-county
maintenance agreement and will provide the transition for wintertime street
maintenance, allowing the city to relocate its work forces to the Mn/DOT
facility on Mesaba Avenue. The county public works department is in a better
position to provide the service during the 2001-2002 winter. The additional
street maintenance work force and equipment were intentionally not requested
in the 2002 budget, anticipating the need for this transition. Earlier
this year the city did assume summertime street maintenance of the streets
indicated in this agreement and will continue to do so.
The cost of this service
is based on a Mn/DOT-determined highway maintenance allowance, which was
reduced to exclude summer maintenance ($2,087 per lane mile). The total
cost to the city will be $155,300, 3/7's of which has been budgeted in
the 2001 budget ($66,100), and the balance ($89,200) has been budgeted
in the 2002 budget.
