RESOLUTION REQUESTING THE BOARD OF COUNTY COMMISSIONERS OF ST LOUIS COUNTY TO RECLASSIFY FROM CONSERVATION TO NONCONSERVATION AND TO OFFER FOR SALE TO THE DULUTH ECONOMIC AND DEVELOPMENT AUTHORITY (DEDA) CERTAIN TAX FORFEITED PARCELS NOW WITHHELD FROM SALE IN CONSERVATION.
BY COUNCILOR STENBERG:

        RESOLVED, that the board of county commissioners of St. Louis County is hereby requested to reclassify from conservation to nonconservation and to offer for sale to DEDA, the following tax forfeited parcels now withheld from sale in conservation:

        RESOLVED FURTHER, that File No. 01092 should be released on to DEDA and if the project does not move forward, that the land be reclassified back to conservation at a later date.



STATEMENT OF PURPOSE:  This resolution approves the request that the city planning commission reviewed and the parcels they recommended for reclassification at their regular November 13, 2001, meeting. These parcels are located around the west, north, and east perimeter of Northwoods Children's Services west campus. A similar request in 1994, assisted by the Duluth economic development authority (DEDA), made about 5.5 acres available for purchase by Northwoods Children's Services.

Founded in 1883, Northwoods recently acquired this property and established what they call the west campus. Construction of a new 200+ student school facility is under way. Although these lands are located in a municipal forest area, such facilities are considered elements of a greenbelt area. This additional request will provide the needed buffer for this operation. DEDA will acquire the property and transfer it to Northwoods. All costs for the property transfer will be reimbursed by Northwoods.
