STATEMENT OF PURPOSE:  This resolution approves the final layout for the reconstruction of Piedmont Avenue (Trunk Highway 53) from south of Fourth Street to 0.25 miles north of Skyline Parkway and will allow Mn/DOT to proceed to the construction phase of the project. Local approval and public hearings are project prerequisites under Minnesota Statutes Sections 161.162 to 161.167. These statutory provisions provide that a public hearing must be held on the final layout after 30 days notice to the public. Even though several public hearings have already been held on the project, a final hearing on the final layout and project report needs to be held to comply with the statute. This hearing requirement was added in the 2001 legislative session and has to be incorporated mid project by Mn/DOT.
