RESOLUTION AUTHORIZING THE CITY'S FINANCE DIRECTOR TO ACT AS FISCAL AGENT FOR GRANTS FOR THE SUPERIOR HIKING TRAIL ASSOCIATION FOR THE SUPERIOR HIKING TRAIL AND FURTHER SUPPORTING THE CONSTRUCTION AND MAINTENANCE OF THE SUPERIOR HIKING TRAIL IN THE CITY OF DULUTH BY THE SUPERIOR HIKING TRAIL ASSOCIATION FOR A PERIOD OF 20 YEARS.

BY COUNCILOR REINERT:

WHEREAS, the Superior Hiking Trail Association, as part of its mission, constructs and maintains the Superior Hiking Trail, a long-distance footpath; and

WHEREAS, the Superior Hiking Trail Association will be building the Superior Hiking Trail through the city of Duluth; and

WHEREAS, the Superior Hiking Trail Association is applying for funds administered by the department of natural resources for trail development, specifically the national recreation program, the regional trail grant program and the local trail connections grant program.

NOW, THEREFORE, BE IT RESOLVED, that the city of Duluth, through its finance director agrees to act as fiscal agent for the development project and that matching funds required for this project will be the responsibility of the Superior Hiking Trail Association.

FURTHER RESOLVED, that the city of Duluth agrees, through its recreational hiking trail permit with the Superior Hiking Trail Association, to support the construction and maintenance of the Superior Hiking Trail in the city of Duluth by the Superior Hiking Trail Association for a period of 20 years.


STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize the city's finance director to act as fiscal agent for grants received by the Superior Hiking Trail Association (association) for the Superior Hiking Trail in the city of Duluth. Trail grants are administered by the DNR to construct the Superior Hiking Trail through Duluth. The grants include the national recreation trail program, the regional trail grant program, and the local trail connections grant program. The grants are a 50 percent cash reimbursement basis, the association pays for the other 50 percent.

The resolution further states support for the construction and maintenance of the Superior Hiking Trail in the city of Duluth by the Superior Hiking Trail Association for a period of 20 years.
