RESOLUTION AUTHORIZING THE CITY TO ENTER INTO A FOURTH FEST AGREEMENT WITH LOUIS G. CAMPBELL, THE DULUTH ECONOMIC DEVELOPMENT AUTHORITY, THE LAKE SUPERIOR CENTER AUTHORITY AND THE DULUTH SISTER CITY COMMISSION, INC.

RESOLVED, that the proper city officials are hereby authorized to enter into an agreement substantially in the form of that on file in the office of the city clerk as Public Document No. _____________ with Louis G. Campbell (contractor), the Duluth economic development authority (DEDA), the Lake Superior Center authority (LSCA) and the Duluth Sister City Commission, Inc., pursuant to which the contractor agrees to produce, promote and manage the Fourth of July Festival celebration at Bayfront Festival Park for the amount of $20,000, payable from General Fund 0100, 700, 1410, Object SP06.


STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize an agreement with the contractor to produce, promote and manage the annual Fourth Fest celebration at Bayfront Festival Park. In past years the DECC produced Fourth Fest. This year a request for proposal process was used and the contractor was the sole respondent. Under the agreement, the city will pay the contractor $20,000 to produce Fourth Fest. The contractor will hire the entertainers, contract with food venders and provide the necessary staffing. The contractor, city and DEDA are also exploring having a canoe race in Slip 2 as part of the event. Prior written approval by the director of parks and recreation and DEDA's executive director is required before the contractor will be allowed to conduct a canoe race. The sister city commission will again hold the Duluth Sister City Festival. Costs relating to the festival will be paid for by the Duluth Sister City Commission, Inc.

The event is planned to take place on July 2, 3 and 4, 2004. There is no charge for the event on July 3 and 4, 2004. Contractor will charge a gate fee on July 2, 2004. All gate fees collected by the contractor will be used to offset contractor's other costs of producing Fourth Fest. DEDA and LSCA are parties to this agreement because a portion of the property upon which the event will be held is owned by those two entities.
