AN ORDINANCE AMENDING ORDINANCE 9586 AMENDING TRADITIONAL NEIGHBORHOOD DISTRICT NO. 2, PROPERTY BOUNDED ON THE NORTH BY 13TH STREET, ON THE EAST BY CENTRAL ENTRANCE, ON THE SOUTH BY 11TH STREET AND ON THE WEST BY SECOND AVENUE WEST (HOUSING AND REDEVELOPMENT AUTHORITY).

The city of Duluth does ordain:

Section 1. Development within the boundaries of Traditional Neighborhood District No. 2 shall be governed by and regulated in accordance with Public Document No. ___________ entitled "Harbor View /Central Hillside Revitalization, Traditional Neighborhood Development Code, Dated November 15, 2002, Amended December 20, 2002, Amended March 17, 2004."

Section 2. That this ordinance shall take effect and be in force 30 days from and after its passage and publication.


STATEMENT OF PURPOSE:  This zoning ordinance amends the provision for Traditional Neighborhood District Number 2 (TND No.2), the property bounded on the north by 13th Street, on the east by Central Entrance, on the south by 11th Street and on the west by Second Avenue West. This ordinance document replaces the previous public document to reflect physical and administrative procedures as well as development controls for the redevelopment/revitalization of Harbor View Homes also known as "The Projects" and part of the Housing and Redevelopment Authority's "Hope VI project." The Duluth city planning commission unanimously approved this ordinance change, following a public hearing held March 23, 2004. At the hearing, the staff and commission noted the several changes needed to reflect the existing physical circumstances that must be accommodated in this new Traditional Neighborhood Development Code. These items have been edited into or out of the document entitled "Harbor View/Central Hillside Revitalization, Traditional Neighborhood Development Code," which is the zoning document for this traditional neighborhood district.
