RESOLUTION AUTHORIZING A HOSTING AGREEMENT WITH ST. LOUIS COUNTY FOR USE OF THE DAMION INFORMATION MANAGEMENT SYSTEM IN THE AMOUNT OF $19,488.

RESOLVED, that the proper city officials are authorized to enter into an agreement substantially in the form of that on file in the office of the city clerk as Public Document No. _____________ with St. Louis County for access to and use of its DAMION information management system in the amount of not to exceed $19,488, payable from Fund 0100, Agency 015, Organization 1513, Object 5201.


STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize the city to enter into an agreement with St. Louis County to allow the city to have access to the DAMION information management system, a computerized information management system created by Constellation Justice Systems, Inc., under the county's agreement with that software developer.

The DAMION system was developed as a legal information management system focusing on the structuring of case management data, both criminal and civil, and on making that information readily available to other member organizations. With this system in place, information recorded by one entity, such as the city police department, will be immediately available and usable by the city attorney's office as well as the county attorney's office, and the information generated by the attorney's office will be available to the police (subject to confidentiality requirements). In addition, information in the prosecution and litigation files will be organized and readily available to the attorney assigned to a case as well as other attorneys who may need to fill in for the primary attorney or may otherwise have need of the information.

St. Louis County is serving as the primary licensee for the use of the system and is being allowed to permit other entities to operate under the umbrella of its arrangement with Constellation at substantial savings to all parties including the city. This contract includes two years of fees to Constellation as the owner of the system for the city's participation under the county's hosting arrangement, including a one-time licensing fee of $3,360, for a payment to the county of $11,928 which will pass through directly to Constellation. In addition there are three years of user fees to pay for the county's costs of serving as the system "host" and for support services which the county expects to provide of $7,560. The total is the amount reflected in the resolution.
