RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT WITH THE CENTER FOR ADVANCED PUBLIC SAFETY RESEARCH, UNIVERSITY OF NEW HAVEN (CAPSR)IN AN AMOUNT NOT TO EXCEED $22,000.

BY COUNCILOR LITTLE:

RESOLVED, that the proper city officials are hereby authorized to enter into a professional services agreement substantially in the form of that on file in the office of the city clerk as Public Document No. _________, with CAPSR to conduct a problem-based learning train the trainer course in an amount not to exceed $22,000, $11,000 payable from 2002 Local Law Enforcement Block Grant Fund 215, Agency 200, Organization 2467 and $11,000 payable from Training fund 100, Agency 200, Organization 2435.


STATEMENT OF PURPOSE: The police department is preparing to change police officer field training programs, moving into the police training officer program which was created and developed by Gerry Cleveland, a police consultant and educational specialist, and Gregory Saville, a research professor at the University of New Haven. Under this professional services agreement, Cleveland and Saville offer a problem based learning train the trainer course. Problem based learning is the foundation of the police training officer program, and providing this education to the police department's internal trainers will assist the department in becoming self-sufficient with respect to its development of field training officers.
