BY COUNCILOR STOVER:
WHEREAS, the city of Duluth desires to design a sanitary sewer overflow storage facility; and
WHEREAS, the city desires to hire a consulting engineer to provide the engineering services required for the design and construction of the sanitary sewer overflow storage facility at W.L.S.S.D.'s lakeside pumping station; and
WHEREAS, M.S.A. Professional Service has submitted a proposal for engineering services in connection with this project.
NOW, THEREFORE, BE IT RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with M.S.A. Professional Service to provide the city with such engineering services.
BE IT FURTHER RESOLVED, that the cost of said engineering services, estimated at $429,236, payable from the Sewer Construction Bond Fund 0531, Dept./Agency 500, Object 5532.
STATEMENT OF PURPOSE: This resolution will authorize the professional engineering services required for the design and construction of the sanitary sewer overflow (SSO) storage facility at W.L.S.S.D.'s Lakeside Pumping Station and the study and review of the need to construct sanitary sewer overflow storage facilities at other locations by M.S.A. Professional Service estimated at $429,236. Under conditions of the current NPDES permit with the MCPA, the Lakeside SSO storage facility must be under construction by Fall 2004 and is expected to be on-line by Summer 2005. In addition, the need for additional SSO storage facilities must be reviewed and programmed for construction as necessary. In procuring the services of a design consultant, the "Qualification Based Selection" (QBS) was used. Five firms submitted a letter of qualification. Each firm was evaluated based on the project criteria given in the request for "Statement of Qualifications". Two firms were interviewed. The firm selected as the most qualified to design Lakeside SSO storage facility is M.S.A. Professional Services and Brown & Caldwell team. Requisition No. 04-0421; Job Nos. 0352SN
