AMENDING RESOLUTION 89-0323 ESTABLISHING THE DULUTH ECONOMIC DEVELOPMENT
AUTHORITY (DEDA) TO PROVIDE FOR A CITIZEN ADVISORY BODY.
§469.093 authorizes the establishment of the Duluth economic development
authority (DEDA) by resolution; and
was established by Resolution 89-0323; and
89-0323 has been amended by Resolutions 98-0949, 99-0239, 02-0606, 04-0202
and 04-0215; and
city council desires to further amend Resolution 89-0323.
BE IT RESOLVED, that Resolution 89-0323 is amended by adding the following
Citizen advisory committee.
Established. There is hereby established a citizen advisory committee
to the authority;
Membership. The committee shall consist of nine members. Each member
shall be a resident of Duluth entitled to vote in that city. Each city
councilor shall appoint one member. District councilors shall be required
to appoint a resident of their councilmanic district;
Term of members. The term of each member shall commence upon appointment,
qualification, and the filing of the oath. The term of each member shall
end upon the earlier of the happening of any of the following events:
The termination of the membership on the council of the city councilor
who appointed the member;
Two days after receiving written notice of termination by the appointing
The removal of the member's residence to a place outside the city;
Termination for cause by the authority; or
Death or inability to perform the tasks and duties of the office, or
resignation of said member;
Meetings. The advisory committee shall meet as frequently as the authority
does, shall have access to all materials the authority has access to,
shall review items on the authority agenda, receive information, testimony
and comment as it determines; and shall recommend to the authority action
that it believes should be taken on any agenda item, and shall perform
such other functions or tasks determined by the authority;
Compensation. Each member shall serve without compensation, but may
be reimbursed for expenses actually incurred.
OF PURPOSE: This resolution establishes a citizen committee
to advise the DEDA.
