RESOLUTION AUTHORIZING THE PROPER CITY OFFICIALS TO ENTER INTO AN AGREEMENT WITH AMERICAN ENGINEERING TESTING, INC. ($15,000), TWIN PORTS TESTING, INC. ($15,000), G.M.E. CONSULTANTS, INC. ($10,000) AND SERVICE ENGINEERING GROUP ($10,000), TO PROVIDE PROFESSIONAL FIELD AND LABORATORY TESTING SERVICES, TOTAL ESTIMATED AT $50,000.

BY COUNCILOR STOVER:

WHEREAS, the city of Duluth desires field and laboratory testing; and

WHEREAS, the city desires to hire consulting firms to provide the services required for support of construction, operation and maintenance of city system; and

WHEREAS, American Engineering Testings, Inc. ($15,000), Twin Ports Testing, Inc. ($15,000), G.M.E. Consultants, Inc. ($10,000) and Service Engineering Group ($10,000) have submitted a proposal for field and laboratory testing services in connection with this project.

NOW, THEREFORE, BE IT RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with American Engineering Testing, Inc., Twin Ports Testing, Inc., G.M.E. Consultants, Inc. and Service Engineering Group, to provide the city with such field and laboratory testing services.

BE IT FURTHER RESOLVED, that the cost of said field and laboratory testing services, total estimated at $50,000, will be payable from the various funds, departments/agencies, organizations, objects.


STATEMENT OF PURPOSE: This resolution will authorize annual field and laboratory testing for the engineering division to support construction, operations and maintenance of city system. The tests include: 1) Density of subgrade, gravel base, and bituminous surface; 2) Density test to ensure proper compaction of utility trenches to prevent settlement; 3) Gradation tests to make sure proper sizes and amounts of sand, gravel & rock are in each aggregate, for base, concrete or bituminous mixture; 4) Extraction test - checks the amount of asphalt cement (oil) in the bituminous mixture; 5) Concrete strength - test cylinders are broken after the cure period to verify design strength is met. This is the first year of a three-year agreement. Costs will be passed through to the appropriate project. Proposal No. 04-0381
