RESOLUTION AUTHORIZING THE CITY TO APPLY FOR AND ACCEPT A TERRORISM PREVENTION PROGRAM GRANT FROM THE MINNESOTA DEPARTMENT OF PUBLIC SAFETY, HOMELAND SECURITY EMERGENCY MANAGEMENT DIVISION FOR TERRORISM PREVENTION, DETECTION AND MITIGATION IN THE AMOUNT OF $750,000.

BY COUNCILOR LITTLE:

RESOLVED, that the city council hereby authorizes city staff to submit an application for a grant for terrorism prevention, detection and mitigation in the amount of $750,000 to the Minnesota department of public safety, homeland security emergency management division (department of public safety).

FURTHER RESOLVED, that upon award of said grant, the proper city officials are hereby authorized to accept the grant from the department of public safety in an amount up to $750,000, said monies to be deposited into Fund 0215.

FURTHER RESOLVED, that the proper city official are hereby authorized to execute any and all documents or agreements necessary to effectuate said grant.


STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize application of a grant from the department of public safety in the amount of $750,000 for terrorism prevention, detection and mitigation. Approximately $406,000 of the grant, if awarded, would be applied to the purchase of a mobile command post vehicle that will be used for tactical call outs, city emergencies, and large events such as Forth Fest and Grandma's Marathon. The grant will also be used for items to outfit the mobile command post such as computers, satellite phones and radios as well as scuba contained breathing apparatus (SCBA) cylinders for the fire department, a side scan sonar for the coast guard to use in the port and equipment for the tactical response team such as night vision equipment, bunkers and shields. If a grant award is made, this resolution also authorizes acceptance of the same.
