RESOLUTION REQUESTING THE MAYOR TO ESTABLISH A TASK FORCE TO REVIEW FIRE DEPARTMENT OPERATIONS.

BY COUNCILOR LITTLE:

WHEREAS, the Duluth city council will begin the process of reviewing and approving department budgets for 2005 in the next few months; and

WHEREAS, the council, when reviewing budget requests, will need to ensure that allocations to all city services reflect appropriate distribution while not overburdening the citizens with taxes; and

WHEREAS, it was brought to the attention of the council in November of 2003 that attritional losses to the fire service had resulted in an unacceptable level of public safety.

NOW, THEREFORE, BE IT RESOLVED that the Duluth city council requests that the mayor establish a task force; that the task force is given the latitude to review any and all options to ensure that the public's expectations for safety are being met while keeping fire operations efficient; that the task force should make a final report back to the council no later than August 15, 2004. The suggested makeup of the task force includes:
Citizens - geographically separated (3);
Business representative (1);
Building safety division (1);
Police department (1);
EMS (1);
City councilor - public safety committee (1) - possible chair;
Fire department-Duluth (1);
Volunteer fire fighter (1);
County rescue squad (1);
Administration (1) - possible co-chair;
911 PSAP (1).

 

STATEMENT OF PURPOSE:  This resolution will assist in obtaining sound decisions through the budget process.
