RESOLUTION ACCEPTING GRANT FROM GREAT LAKES COMMISSION FOR SOIL EROSION AND SEDIMENT CONTROL IN THE AMOUNT OF $27,450 AND PROVIDING $1,000 IN LOCAL MATCHING FUNDS.

BY COUNCILOR STOVER:

RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Great Lakes Commission under the Great Lakes basin program for soil erosion and sediment control for a sediment collection demonstration project, in the amount of $27,450, said sum to be deposited into Fund 0210, Agency 030, Organization 2144, Revenue Source 4210.

FURTHER RESOLVED, that the city shall provide matching funds in the amount of $1,000 from Fund 0535, Organization 1915, Object 5439.


STATEMENT OF PURPOSE:  This resolution is to authorize acceptance of a grant from the Great Lakes Commission under the Great Lakes basin program for soil erosion and sediment control in the amount of $27,450 for a sediment collection demonstration project in conjunction with the South St. Louis soil and water board and agreeing to provide the local match including $1,000 in funds.

The sediment collection project is a joint project of the city's stormwater utility, the environmental advisory committee and the South St. Louis soil and water conservation district (the district). The project will review and develop a method for collecting yard waste, particularly sand and grit from snow melt through education and participation of residents. Based on evaluation and success of the program a city wide effort will be developed.

The city will partner with the district to design and implement the demonstration project. The goal of the project is to reduce the dumping of yard waste into streets and the subsequent pollution of streams, the St. Louis River and Lake Superior. The city and the SSLSWCD will provide grant match in the form of in-kind services having a value of $8,000; in addition, the city will provide cash match in support of the grant in the amount of $1,000 from Fund 0535, Organization 1915, Revenue Source 5439.
