BY COUNCILOR STOVER:

WHEREAS, on October 27, 2003, the city council approved Resolution 03-0728 approving those revised I&I grant program guidelines on file in the office of the city clerk as Public Document No. 03-1027-11 (the 2003 guidelines); and

WHEREAS, it is necessary and appropriate to amend the 2003 guidelines to reflect adjustments in the program, the need for which have become apparent in implementing the 2003 guidelines.

RESOLVED, that the revised I&I grant program guidelines on file in the office of the city clerk as Public Document No. 03-1027-11 are hereby rescinded and the amended I&I grant and loan program guidelines, fifth edition, dated May 28, 2004, are hereby adopted pursuant to the requirements of Minnesota Statutes Section 471.342, subd. 4.

STATEMENT OF PURPOSE:  This resolution is to amend the I&I program guidelines adopted in 2003 to make adjustments, the need for which has been demonstrated since the 2003 guidelines were adopted.

The major changes in the guidelines are to increase the amount available for grants to property owners from $1,250 to $1,800, to clarify the process and to make it clear that the property owner is the party responsible for hiring and paying for those persons supplying materials and labor to the projects.
