RESOLVED, that the proper city officials are hereby authorized to execute supplemental labor agreements with the city of Duluth Supervisory Association, Local 101 International Association of Firefighters and Duluth Police Local adding language allowing retiring employees represented by these bargaining units the same health plan options as provided for in the approved bargaining agreements with A.F.S.C.M.E. Local 66 and the Confidential Unit, which agreements are on file in the office of the city clerk as Public Documents No. _________, _________, and __________.
STATEMENT OF PURPOSE: This resolution authorizes the amendment of the 2004-2006 labor agreements with the employees covered by the supervisory, firefighter and police bargaining units and allows employees retiring under the provisions of these contracts to choose the city’s health care plan called Plan 4. These three bargaining units gained access to Plan 4, which was previously only available to Basic unit employees, for active employees in the new contracts. The recently approved bargaining agreements for the basic and confidential bargaining units included allowing retirees to select Plan 4. The three remaining bargaining units have requested the same benefit. The administration has agreed to this request in order to keep language similar in all agreements. Additionally, as Plan 4 is very similar to Plan 2, it hoped that eventually Plan 2 can be eliminated.
