RESOLUTION REQUESTING THE FREE CONVEYANCE OF TAX FORFEITED LAND APPROXIMATELY 460 FEET EAST OF THE EAST END OF VASSAR STREET, A PARCEL OF 200 FEET BY 612 FEET, FOR A 2.8 ACRE FOREST PARK AND TRAILS AREA.

     WHEREAS, that the Saint Louis County Board of Commissioners is hereby requested to free convey to the city of Duluth the following tax forfeited parcel for a 2.8 acre forest park and trails area.

STATEMENT OF PURPOSE:   This free conveyance of tax-forfeited land to the city is a public-to-public transfer; therefore, there is no tax base impact at this time. In addition, the land will not be available to join the tax base in the future.

 

This resolution requests that the saint louis county board of commissioners free-convey the described tax-forfeited land for a 2.8 forest park and trails area.

 

Projected uses include:

     (a)  General park and trail purposes for the surrounding neighborhoods;

     (b)  Stormwater drainage area for amity creek.

 

On August 2, 2004, the Duluth economic development authority passed Resolution 04-079, requesting the purchase of all but the easterly 200 feet of parcel identification no. 2720-00340, leaving the easterly 200 feet to be free conveyed to the city of Duluth.

 

This request was reviewed by the city planning commission at its regular meeting of Tuesday, November 9, 2004. The commissioners voted unanimously to recommend that the city council request the free conveyance of this property to the city of Duluth.

 

In addition, this request was reviewed by the city parks and recreation commission at its regular meeting Wednesday, November 10, 2004. The commissioners voted unanimously to support the free conveyance, recommending the uses listed in the staff report.
