RESOLUTION AUTHORIZING A GANG STRIKE FORCE GRANT APPLICATION AND GRANT ACCEPTANCE UP TO $30,000 UNDER MINNESOTA STATUTES SECTION 299A.66; SAID GRANT TO EXPAND CAPACITY TO COMBAT GANGS AS REIMBURSEMENT OF CLERICAL SALARY AND BENEFITS, AND OTHER OPERATING EXPENSES, FOR THE GRANT PERIOD FROM JULY 1, 2004, TO JUNE 30, 2005.

BY COUNCILOR LITTLE:

     RESOLVED, that the city is hereby authorized to apply for and accept grant monies up to $30,000 from the Minnesota department of public safety pursuant to Minnesota Statutes Section 299A.66 in the grant period from July 1, 2004, to June 30, 2005, to reimburse expenditures related to the grant to expand local capacity to combat gangs.

     BE IT FURTHER RESOLVED, that the proper city officials are hereby authorized to execute such agreements as necessary to receive the grant money on behalf of the city. All grant proceeds are to be deposited in Police Grant Fund 0215-200-2463-4230.


STATEMENT OF PURPOSE:  The Duluth police department has applied for continued funding for the Minnesota gang strike force-northeast office (MGSF-NE), a collaborative effort of the city of Duluth, St. Louis County sheriff’s office, and Minnesota bureau of criminal apprehension to combat gangs and gang activity in the northeast region of Minnesota. The grant to expand local capacity to combat gangs covers the operating costs of the MGSF-NE office, including clerical support. The city has received funding for this program since January 1998. This resolution authorizes the city to accept such funding if it is offered.
