RESOLUTION AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE AN AGREEMENT WITH THE ARROWHEAD REGIONAL DEVELOPMENT COMMISSION FOR A PERFORMANCE BASED CONTRACT FOR THE CITY’S SENIOR DINING PROGRAM FOR A REIMBURSEMENT OF $3.78 FOR EACH ELIGIBLE MEAL SERVED TO ELIGIBLE PERSONS, NOT TO EXCEED $271,655.

BY COUNCILOR REINERT:

     RESOLVED, the proper city officers are hereby authorized and directed to execute an agreement, on file in the office of the city clerk as Public Document No. __________, between the city of Duluth and the Arrowhead Regional Development Commission for the furnishing of meals for eligible senior citizens during the period from January 1, 2005, through December 31, 2005.

     RESOLVED FURTHER, that monies collected under said contract shall be deposited in Federal Program Fund 0272, Department/Agency 031, Organization 6305.


STATEMENT OF PURPOSE: This resolution authorizes an agreement with the Arrowhead Regional Development Commission for their Title III-C (2) senior dining program. 2005 begins a new contracting cycle and as was the case in 2004, this agreement will only be for one year (previous agreements have been for three years). This change is due to uncertain funding amounts on the federal and state levels. The city will provide meals to eligible senior citizens at nine sites and will be compensated in the amount of $3.78 per eligible meal. Total reimbursement will not exceed the sum of $271,655 (combined federal, NSIP [formerly known at USDA], and state funds). 2005 will begin the 32nd year of the senior dining program in Duluth and we project that 71,803 meals will be served to eligible seniors. Compared to 2004, we anticipate that the number of sites will remain the same.
