RESOLUTION ADJUSTING THE CUSTOMER CHARGE AND USER CHARGES FOR THE CITY’S WASTEWATER FACILITIES.

BY COUNCILOR STOVER:

     RESOLVED, pursuant to Sections 43-5 and 43-11 of the Duluth City Code, 1959, as amended, for the purpose of increasing the revenue of the sewer utility, there is established and shall be collected beginning with the meter readings made on February 1, 2005, and thereafter, a customer charge and user charges, based upon the volume of waste water discharged to the city’s wastewater facilities system and determined as in Section 43-7 of the Duluth City Code, as follows:

           Customer charge                    $ 5.89 per month

           User charge - Class I             $ 3.64/ccf

           User charge - Class II            $ 5.07/ccf

           User charge - Class III           $ 6.25/ccf

           Tate and Lyle, Inc.                $10.76/ccf

           Ikonics Corporation                $ 6.46/ccf

     BE IT FURTHER RESOLVED, that the rate regulations established and approved by Resolution 04-0426 are rescinded as of August 1, 2004.


STATEMENT OF PURPOSE:  This resolution adjusts the user charge by increasing revenues $650,000. The adjustment will provide revenues sufficient to cover the costs of operating and maintaining the city’s sewer utility including wastewater treatment costs and new debt service for the Lakeside sewer system overflow facility.
