RESOLUTION AUTHORIZING AN AGREEMENT WITH CAMP, DRESSER AND MCKEE, INC., FOR THE DEVELOPMENT OF A LONG TERM SANITARY SEWER OVERFLOW EVALUATION AND ELIMINATION PLAN.

BY COUNCILOR STOVER:

     RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, a copy of which is on file with the city clerk’s office as Public Document No. ____________, with Camp, Dresser and McKee, Inc., to provide professional engineering services related to the development of a long term plan for annual evaluation of and elimination of overflows in the city’s sanitary sewer system in an amount not to exceed $200,000, payable from the Sewer Fund 530, Department/Agency 500, Organization 1930, Object 5303.


STATEMENT OF PURPOSE:   This resolution will authorize the provision of professional engineering services for the development of a long term sanitary sewer overflow (SSO) evaluation and elimination plan - as proposed by the city of Duluth in the plan of action (POA) submitted to the USEPA and the MPCA in response to the USEPA’s administrative order of January 6, 2004. In its POA, the city has proposed to complete an annual evaluation of its SSO elimination programs - at an estimated annual budgetary amount of $100,000. The agreement and related costs reflected in this resolution represent the amounts budget for 2004 and 2005. Given the nature of the EPA and MPCA interest and involvement in the city’s SSO elimination efforts, city staff believes that it would be both necessary and appropriate to obtain the services of an engineering consultant to assist with this plan development - including a review of the city’s efforts to date. Camp, Dresser and McKee, Inc., (CDM) has demonstrated experience in the area of SSO evaluation and elimination, and on staff’s request has submitted a proposal -- in partnership with LHB -- for these services. Based on city staff’s previous experience with Camp, Dresser and McKee, Inc., (CDM) and review of the proposal provided, it is recommended that the city enter into an agreement with Camp, Dresser and McKee, Inc., (CDM) for the services requested, at an estimated cost not to exceed $200,000.
