RESOLUTION AUTHORIZING AN AGREEMENT BETWEEN THE CITY OF DULUTH AND THE ST LOUIS COUNTY BOARD FOR THE FURNISHING OF HOME-DELIVERED MEALS FOR THE PERIOD FROM JANUARY 1, 2005, TO DECEMBER 31, 2005.

     RESOLVED, the proper city officers are hereby authorized and directed to execute an agreement between the city of Duluth and the St. Louis County board for the furnishing of home-delivered meals for senior citizens for the period of January 1, 2005, through December 31, 2005. Monies collected under said contract shall be deposited in Federal Program Fund 272, Department 031, Revenue Source 4654-02.


STATEMENT OF PURPOSE: This resolution authorizes a continuation of the contract with the St. Louis County board for their Title III-C(2) home-delivered meals program. The county has a contract for the home-delivered meals program with the Arrowhead Area Agency on Aging and sub-contracts with the city to provide home-delivered meals in the Morgan Park and Gary-New Duluth neighborhoods and at Woodland Gardens Apartments. The county does not go through a bid process for this contract as the city is the only provider available in these areas. The home-delivered meals are prepared and packaged at the city's Morgan Park and Woodland Congregate mealsites. The county reimburses the city monthly for each meal served at the rate of $5.81 for clients on the elderly waiver program and at the rate of $2.00 for clients that make a personal donation for their meal. The terms of this contract differ from the 2004 contract only in that the rate for clients that make a personal donation for their meal increased from $1.25 to $2.00.
